Job Title: Administrator I Contracts
Job Location: Great River, NY - Lemont Furnace, PA - or Clarksburg, MD
Position Summary
This role is an entry-level or early-career position with outstanding growth opportunity to develop skills in contract administration. This position may initially be responsible for administrative support to contracts personnel , providing assistance in day-to-day activity performed throughout the organization. The successful candidate will be able to quickly learn the policies and process’ associated with Subcontracts and Contracts using various software systems including MS Office, Deltek CostPoint and other database systems.
Primary Responsibilities:
- Administer and monitor contract performance, including government contracts/agreements
- Responsible for reviewing contract solicitation terms, handling contract award confirmations, interpreting agreement terms and conditions and identifying potential issues, reviewing agreement amendments/modifications and incorporating changes
- Review contractual documents to ensure adherence to company policy, government specifications and requirements, identify risks and areas of concern regarding contract terms and conditions
- Subcontract support and guidance: Provide support and guidance, work effectively with Supply Chain personnel and other teams, tracking and monitoring subcontracts for update or close-out, and assist transition of responsibilities throughout life cycle of subcontracts activities and requirements
- May assist with the negotiation and administration of agreements between the company/customers/subcontractors/vendors ensuring compliance
- Provide support and guidance in subcontract process for creation of requisitions and invoice processing. Conduct fulfillment of contract deliverables, billings and cash collections.
- Respond to inquiries regarding contract obligations and revisions.
- Effectively interface with various internal and external customers to develop strong business relationships, communication, and trust
- Timely prepare, process, and track non-disclosure agreements (NDAs) to Company standards and requirements, and prepare proposals for customer requirements.
- Monitor contract performance and cost controls and ensure compliance with contract terms. Proactively monitor and report dates for expiration of active documents and timely notify stakeholders.
- Prepare and analyze moderately complex price proposals.
- Monitor and track all active cost reimbursable contracts to identify contracts with incurred billable costs and proactively coordinate notifications
- Oversee Military Duty-Free Entry (MDFE) Certificates
- Negotiate standard terms and conditions
- May participate in TINA implementation/sweeps
- May prepare export license applications and teaming agreements, MOUs, MOAs, and domestic and international consultant/sales representative agreements and other contractual agreements
- Under direction, prepare contractual documents, including the preparation of contract terms and conditions, and assemble contract documentation package
- Participate in management review of proposals/contracts and in the conduct of program reviews
- Support, communicate, reinforce and defend the Company’s mission, values and culture
Basic Qualifications
- Bachelor’s degree in related discipline with 2+ years of applicable, related work experience;
- Strong knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)
- Strong understanding of contract/purchase order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements
- Comprehensive knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use
- Strong knowledge of government intellectual property (IP)/ software and data rights clauses and IP marking guidelines
- Detailed knowledge of source selection/evaluation process including cost and price analysis
- Strong knowledge of government property requirements and experience in administration of government property.
- Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention.
- Detailed knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, POs teaming and other forms of agreements
- Excellent verbal and written communication skills
- Contract/agreement briefing, negotiation and review experience.
- Experience in monitoring contracts/subcontracts of increasing complexity and value.
- General computer proficiency and familiarity with Microsoft Office programs

The annual salary range of this position is $55,937.00 to $72,718.00 (NYS).

This position is also eligible for a performance-based bonus plan in addition to the base pay range. AAC works on a 9/80 compressed schedule whereby employees work 80 hours in 2 weeks with every other Friday off. A hybrid remote schedule may be available for this position.
