Job Title: Contracts Manager
Job Location: Washington, D.C., (Remote/Hybrid)
Position Summary
The role will be a working-level manager who will have responsibility for contract administration duties as well as review of other team members’ work and mentorship. The successful candidate will have a working knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation System (DFARS) and experience negotiating terms and conditions both as Prime and Subcontractor in the federal space. Excellent communication skills will be required for day-to-day interfacing directly with external customers and internally with multiple functional organizations including program management and business management.
Primary Responsibilities:
- Act as primary interface with customer for contractual issues.
- Monitor program performance to ensure that contractual obligations are communicated and understood.
- Participate in contract proposal preparation, contract negotiations, contract administration, and customer contract activities to manage assigned contracts in accordance with company policies, legal requirements, and customer specifications.
- Work under general supervision to develop solutions to both routine and complex contractual matters to ensure company compliance with contract requirements.
- Ensure fulfillment of contract requirements, manage contract changes and maintain historical information.
- Review terms and conditions to address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification and all other potential risk areas and recommend risk mitigation strategies.
- Assist management in achieving financial goals related to cash management and sales.
- Prepare and manage written communications with internal and external customers for assigned contractual matters.
Basic Qualifications
- Bachelor’s degree in related discipline with a minimum of 10 years related experience; 8 years with Masters; in lieu of degree 14 years of relevant work experience will be considered.
- Strong knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS)
- Strong understanding of contract/purchase order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements
- Comprehensive knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use
- Advanced knowledge of government intellectual property (IP)/ software and data rights clauses and IP marking guidelines
- Advanced knowledge of source selection/evaluation process including cost and price analysis
- Knowledge of requirements for and experienced in administration of government property.
- Detailed knowledge of government contract administration duties including subcontract flow downs, change management, inspection, acceptance, payment, warranty, close-out and records retention.
- Detailed knowledge and thorough understanding of proper drafting, negotiation and use of contracts, subcontracts, POs teaming and other forms of agreements
- Excellent verbal and written communication skills
- Contract/agreement briefing, negotiation and review experience.
- Experience in monitoring contracts/subcontracts of increasing complexity and value.
- General computer proficiency and familiarity with Microsoft Office programs
